![]() Dismissing the Muslims of the Subcontinent outside the northwest zone "for the time being", Allama Iqbal wanted to see "the Punjab, North-West Frontier, Sindh and Baluchistan amalgamated into a single state".1 When Pakistan did actually come about in August 1947, its formation was accompanied by a horrific human disaster, even by the standards of a world grown accustomed to genocide. The leadership of the Muslim League which spearheaded the Pakistan movement seems to have been unclear about the fate of the Muslim minority that was going to be let outside the boundaries of the proposed new country. ![]() INTRODUCTION The critical question at the heart of the rationale for partitioning British India - whether Pakistan was going to be a homeland for all Indian Muslims or only another state where Islam would be the "official" faith within its frontiers - was ignored in the impatience to divide and quit.
